The European Association for Local Democracy (ALDA) has been founded through an initiative of the Council of Europe in 1999. It is dedicated to promoting good governance and citizen participation at the local level.

ALDA gathers a great number of actors: local authorities, civil society organizations, and local democracy agencies (LDA), i.e. autonomous local non-governmental organizations, and it facilitates the cooperation between local authorities and the civil society.
ALDA has been active in Tunisia since 2011, and it was particularly active between 2014 and 2017 in the frame of projects aiming at enhancing the electoral process and the participation of women in local governance of post-revolution Tunisia. These projects were mainly carried out in Kairouan and Mahdia in partnership with LDA Tunisia created in 2017 and based in Kairouan.
